It is against the law that Daniel Bruhl’s Zemo, one among, if not the, most fascinating villains within the Marvel Cinematic Universe isn’t a part of the Thunderbolts, particularly when Bucky Barnes one way or the other is. In the comics, Zemo fashioned the Thunderbolts out of his Masters of Evil to realize entry to SHIELD and varied tech. Admittedly, within the comics, Zemo has been a Nazi shithead for many of his profession as properly, and the MCU’s Zemo is neither of these issues. But he has an agenda, a means he thinks he can shield the world and can do something to realize these objectives—which would come with, actually, working with a bunch of unhealthy guys and Russian assassins to cease one thing he deemed a menace. I do know the film Thunderbolts have been/might be assembled by the Contessa Valentina de Fontaine within the MCU, however Zemo may very well be their chief. The Contessa might free him from his cell within the Raft to make use of his tactical genius to information her band of misfits. It writes itself!
